Review: Julio César was an officer in Cuba’s State Security
Department who publicly expressed his differences with the Castro
regime. He was sentenced to 19 years in prison for revealing his ideas.
He began serving his sentence in the Kilo 8 prison; a penal institution
better known as ‘I lost the key’ among political prisoners in Cuba. Kilo
8 is located in the province of Camagüey, hundreds of miles from Julio
Cesar’s hometown. Frequently, the Cuban prison system authorities
relocate political prisoners far away from their homes to make it
difficult for their families and friends to visit.
In Kilo 8, Julio Cesar was placed among the general population. The
prisoners in the general population are common criminals, who pose a
threat to political prisoners. In Julio Cesar’s case, the threat
materialized when prison guards encouraged and condoned other prisoners
to beat him. Julio Cesar has denounced the countless physical and
psychological abuses suffered by him and other political prisoners.
After a few years in Kilo 8, Julio Cesar was moved to a prison near
Havana from which he escaped. He was recaptured and sent back to Kilo 8.
Julio Cesar’s case illustrates how the Castro regime mercilessly
punishes anyone who breaks rank with the communist ideology. An ideology
which denies all the civil liberties and rights of the Cuban people.
