Prison: Combinado del Este (presently in the military hospital, Havana) Review: First jailed in 1989 for one year, Francisco Chaviano organized and founded the Consejo de Lancheros de Cuba which in 1991 became the Consejo Nacional por los Derechos Civiles en Cuba. The Cuban State Security authorities begin to take measures, such as threats and harassment against him for participating in activities in support of human rights. In 1994, Chaviano is accused of made up crimes including "revealing state security secrets" and "falsifying public documents". He is tried in a military court without due process and sentenced to 15 years in prison.
