René Montes de Oca's sister was raped

City of Havana, November 2, 2003

www.fundacionpatrialibre.org

I would like to make public what happened to my sister, Belkis Montes de Oca Martija, who on last October 7th was raped by a man named Henry López Domínguez. She reported it in person at the Wajay Unit during the early morning hours and they proceeded to detain this man, who together with Bernardo Perdomo Hernández, raped my sister here in the home of my son, located at "Ave 26 de Julio, Edf 11 A, Apt 23.", town of Mazorra, City of Havana.

Belkis was in the City of Havana to care for my son. She had come from Las Villas, and was in poor health herself due to a recent fibroma operation.

At approximately 9:00 or 10:00 pm, these men entered the house. Bernardo had a relationship with my ex-wife, the mother of my son. Both of the men raped my sister at that time. I would like to point out something important, the person who was on guard at that moment was the same one who handled my case in the year 2000. When he heard her name he began to search on the computer trying to distort and minimize the situation. The next day they detained this man, and took him to said Unit where my sister also went. They conducted medical examinations wherein they concluded she was violated due to the injuries she had. The man held a knife to her throat and threatened to throw her off the balcony in the building. Since that day he had been in different units under investigation and today he was released without bail, apparently unpunished, roaming throughout the neighborhood, with only one precautionary measure of signing in every Friday until his trial.

We know that the State Security is behind all of this because this man, Bernardo Perdomo, who is from Ciego de Avila, has committed several common crimes. Here in the City of Havana, in the Town of Nazareno, at "calle 156 # 28332", in the home of Tirso Hernández, he stole several bunches of bananas and a pair of new sandals that Tirso's wife had bought. Also, in Calzada de Bejucal # 16006 in the home of Gabriel Hernández, Tirso's brother, he stole 100 pesos and he put a rod through a window and stole some of the family's belongings. He also stole from a man named Armando who lives on the street of Medina, in the same town of Nazareno.

Because of all of this we would like to denounce that the State Security is utilizing these common criminals to attack decent people who have principals of integrity which are well defined. Knowing all of this, we believe that the political police are using them to take action against Human Rights activists and against our families.

This man stated that her brother (myself) was a counter-revolutionary, when in reality what I am is a defender of Human Rights. I believe that what they would like for me to do is to seek him out and to hit him or attempt to murder him so that they can incarcerate me for a common crime.

I am denouncing to the international community these events because that person could be injured, even by the political police themselves, and later say that I did it. I reiterate that I will not act with violence. My response is to internationally denounce Fidel Castro, the State Security, and the government of Cuba, for these loutish acts which are taking place. Being that they could not make me give in through other means, they are directing their attacks on me through my family. Therefore, they are the true common delinquents and co-authors of the crime.

I am convinced that they want to arrest me again, being that I have openly and publicly proclaimed my ideas, because they will never be able to make me give in and make me be quiet. They want to involve me in a common crime so that I will have a negative imagine, just as they have always wanted.

From the City of Havana, René Montes de Oca Martija: Secretary General of the Human Rights Party of Cuba Affiliated with the Andrei Sajarov Foundation, given to Martha Tamargo.
