INFOCUBA:  GOVERNMENT

Political Government Organizations

As stipulated in its Constitution, and within the same lines of the Communist Party, exists a series of political organizations that groups all society as a whole. Because of this presence & importance, the principal portions of this content will be mentioned.

-La Union de Jovenes Comunistas (UJC) -
The Young Communists Union:

All young persons older than 14 years of age, if selected and not by choice must join this communist service. Similar in the traditions of the Communist Party, this Union exists in every educational & working life of the country. The Union moves for maintaining the Communist fervor in young Cubans and mobilizes them towards the activities and acts in favor of the "Revolution" and Fidel Castro. The Young Communists Union is presided by a General Secretary who is a member of the Central Committee of the Cuban Communist Party and acts as a mouthpiece in the divulging of decisions made by this Committee.

-La Organizacion de Pioneros Jose Mart (OPJM) - The Organization of Jose Marti Pioneers

All children under the age of 14 years are grouped in this organization. Its foremost stand is to honor childhood activities geared towards the installation of Communist mores and the glorification of the Revolution in order to teach children to rebuff anyone who does not share the same Revolution values. This Communist education for children and young adults is not only a government-sanctioned curriculum taught in all educational centers in the country, but it also forms a required and obligated guide for parents to steer their children. In continuation, some segments of the "Codigo de la Ninez y la Juventud en Cuba" (The Cuban Code for Children and Youth) that follows shows this reality:

Codigo de la Ninez y la Juventud en Cuba" (The Cuban Code for Children and Youth)

Article 3. The formation of the Communist young new generation is an inspiration of the state, the family, the educators, the political organizations and the masses that act for the envelopment of the youth in Communist ideologies.

Article 5. Society and the State keep a watch on the people who revolve around the education of children to insure that they are good models in the formation of their Communist qualities.

Article 8. Society and the State both work for the protection of the youth against any outside influence that works against their formation of Communist qualities.

Article 18. The educators have a prominent mission to form the Communist qualities in the youth.

Article 33. The State concedes the teachings of Marxism and Leninism because of the importance of bestowing this ideological formation and political culture in the young students.

"The Constitution of the Republic of Cuba"

Chapter IV - The Family

Article 38. The parents have the right to provide nourishment to their children and the right to assist them in the defense of legitimate interests and in the realization of their inspirations. The parents also have the right in the active contribution of their children's education and integral shape as good citizens and to shape them for a Socialist society.

The Organization of Pioneers is lead directly by a General Secretary that is an active member of the Young Communists Union.

-Comite de Defensa de la Revolucion (CDR) - Committee in the Defense of the Revolution

This Committee operates on every block of the Country to spy on the activities of citizens, even in their own homes. Any attempts by any citizen that seems inconsistent with the principles of the Revolution are turned over to the National Police. Said Committee (El Comité) is composed of obliged neighbors, whereas every Cuban is actually a member of this Committee. Each Committee has a night watch in their own neighborhoods that forms each person's contribution in order to defray the costs of officials at the national level if they were to perform the same responsibilities. Another key role of this Committee involves the required drafting of the masses to participate in political manifestations in favor of the Revolution and its Commander, Fidel Castro. The people that are drafted are those that for whatever reasons are not working or studying. The national adage is that "no one stays at home!" The General Secretary of the Committee in the Defense of the Revolution is a member of the Central Committee of the Communist Party and a member of the State

-Central de Trabajadores de Cuba (CTC) - The Labor Centers of Cuba

This office operates in all labor centers found in the island, however, in place of defending the interests of a worker such as those centers found in other nations, in Cuba this is merely an instrument of the Communist regime to maintain total control over the labor centers of the country. These centers emphatically watch over the carrying out of goals and resolutions approved by the leaders of the Communist part in respect to the national economy created by the working class as well as activating the workers toward government sponsored activities such as marches, political rallies, and for reaffirmation to the Revolution, gratuity work that is often referred as "voluntary work." Of course, if any worker refutes any of these activities, this action be entered in his or her permanent work record, that will affect where he or she can work or even find any employment. As with all State sponsored sectors, the CTC controls with vigilance anyone who dares to speak against the Revolution and Fidel. The CTC is presided by a member of the Political Bureau and the Central Committee of the Cuban Communist Party.

Please visit: June, 2001 Report of violations of the ILO's International Labor Standards by the government of Cuba for additional information on this issue.

-Brigadas de Respuesta Rapida (BRR) -The Fast Response Brigade

This is the paramilitary force of the government responsible for facing any possible protests by the citizens and any political dissident in the island. This militaristic group operates under the guise of civilians with the objective of misleading the public and often acting if they were themselves dissenters??

-Federacion de Mujeres Cubanas (FMC) -
The Federation of Cuban Women

This organization is comprised of all Cuban women with the obligatory character with the aim to resign to the Communist doctrines and to patronize the system through meetings with other members of this organization. They also contribute to the national rallies in support of socialism. Vilma Espin, ex-wife of Raul Castro, is the president of this organization and is a member of the Political Bureau and the Central Committee of the Cuban Communist Party.

-Asociacion Nacional de Agricultores Pequeños (ANAP) - The National Association of Rural Agriculture Workers

This Association groups all types of rural workers to promote the obligatory character. This Association is also presided by a member of the Central Committee of the Cuban Communist Party.

-Instituto Cubano de Amistad Con Los Pueblos (ICAP) - The Institute of Friendships Among Towns

This is a government unit with the overall responsibility of encouraging Communist groups & right-wingers of each region with the objective of exporting the commanding Cuban system to other countries. At the same time, Security of the State agents infiltrates the countries they consider. The Institute works mutually with the Interior Minister (Ministerio del Interior - MININT) and the Minister of the Revolutionary Armed Forces (Ministerio de las Fuerzas Armadas Revolcionarias (MIINFAR).
Union Nacional de Escritores y Artistas de Cuba (UNEAC) - The National Union of Cuban Writers and Artists

This structure organizes all writers, literary, and artists in support of the political regimen. The free or independent press has no access to this organization.
